Staged representation requires that you meet all the requirements of a Level and all levels below it. Levels start from 1. Your Level says it all about your achievement.
But when you follow continuous representation, every process area assessed is individually rated a level. It may as well be rated a level 0. Your achievement is a profile of all process areas.
